California: Tulare supervisor lunch dispute may bring improved processes for resolving open meeting disputes

The suit charging that the Tulare County Board of Supervisors violated state law by holding lunch meetings not open to the public failed, but something good may emerge from the dispute.

A bill sent to the governor for signature provides a way to settle some open meeting battles through a  no-fault, no-lawsuit process. -db
