A federal appeals court ruled against the Houston Tribune, a free monthly newspaper who claimed their First Amendment rights were violated by a Houston newsrack ordinance.
The ordinance requires newsracks to meet certain specifications in material, size and placement and for the publishers to pay a permit fee. -db
