A lawyer and journalist, Mr. Scheer has been FAC’s executive director since 2004. He was editor and publisher of The Recorder, a daily legal newspaper based in San Francisco; founder of law.com and callaw.com; and publisher of Legal Times in Washington, DC. Ms. O’Linn defends police departments in litigation throughout California. She is a section leader for Electronic Control Weapons matters within the Governmental Entity Liability Team. She has a background as a technical expert in law enforcement civil liability, peace officer training and tactics, sexual harassment and employment litigation, and the defense of municipal entities.  She was a peace officer at the Kent State University Police Department. Mr. Bibring is a senior staff attorney at the ACLU of Southern California and director of police practices for the ACLU of California. A lawyer and journalist, Mr. Scheer has been FAC’s executive director since 2004. He was editor and publisher of The Recorder, a daily legal newspaper based in San Francisco; founder of law.com and callaw.com; and publisher of Legal Times in Washington, DC. He practiced appellate litigation in Washington, DC, both in the U.S. Justice Department and in private practice, and has argued cases in the US Supreme Court and most federal courts of appeal. He writes frequently on First Amendment and related issues.

Ms. O’Linn defends police departments in litigation throughout California. She is a section leader for Electronic Control Weapons matters within the Governmental Entity Liability Team. She has a background as a technical expert in law enforcement civil liability, peace officer training and tactics, sexual harassment and employment litigation, and the defense of municipal entities.  She was a peace officer at the Kent State University Police Department. Currently she serves as the 2nd V.P.for the S. Cal. Chapter of the CA Assoc. of Police Training Officers (CAPTO).

Mr. Jassy practices litigation with an emphasis on disputes in the media, Internet, First Amendment and entertainment arenas.  He has taught media and First Amendment law at top law schools, including UC Irvine. Mr. Jassy was named The Best Lawyers in America®’s “Lawyer of the Year” for 2015 in Los Angeles for First Amendment litigation, and “Lawyer of the Year” for 2016 in Los Angeles for First Amendment law.  He regularly litigates against government agencies in Public Records Act matters.

Mr. Bibring is a senior staff attorney at the ACLU of Southern California and director of police practices for the ACLU of California. He works on a wide range of police-related issues, including race and bias in policing, gang injunctions, excessive force, search and seizure, police interference with First Amendment rights, national security, civilian oversight and surveillance.
