California police department sued for charging excessive fees for body cam footage

Hayward, California is the target of a lawsuit by the ACLU for charging the National Lawyers Guild almost $3000 for body camera footage from a Black Lives Matter demonstration. The ACLU claims the charge is excessive and defeats transparency and accountability while eroding public trust in the police. (Common Dreams, September 16, 2015, by Nadia Prupis)

The ACLU contends the Hayward police violated the California Public Records Act including the provision that if the request does not require compilation, extraction or programming as in providing body camera videos, then they cannot charge additional fees.
