New bill in California legislature to require warrants to obtain personal data

With exemptions for emergency law enforcement, police would have to obtain a warrant from a judge before searching text messages, e-mails and geolocation data from cell phones. Governor Jerry Brown vetoed similar bills in the past, but this bill has better footing in wake of favorable U.S. Supreme Court rulings and more support from Republicans and the general public.
