California: Federal appeals court nullifies Costa Mesa meeting law

The 9th U.S. Circuit of Appeals Court found that a Costa Mesa city ordinance regulating the public’s conduct at city council meetings extended beyond disruption to include protected speech. In ruling to strike the law, Acosta v. Costa Mesa, the court backed an earlier finding that Benito Acosta, an immigration rights activist, had disrupted a council meeting when he was arrested under the ordinance.
