Government considers problems of open access to government-funded scientific research in digital age

The Obama administration is considering a middle way in its attempts to balance the need to protect peer-review in scientific research and the demand for open access on the Web.

In the meantime, bills on different sides of the dispute are pending in Congress but are not expected to go far in an election year. -db
