    Covered CA contracts exempt from PRA

Here's their legal response: We cannot release the proposal or the scorecards, as they are exempt from disclosure under California Government Code 100508.     Are the applications for state professional licenses public?

    I am a researcher for a state government agency.  For a current project, I hoped to access the applications for state professional licenses submitted by engineers. I say the records are public. Our lawyer said no.  Help!
