A&A: Are cast ballots public records?

Q:  Are cast ballots considered public records under the CPRA? These do not contain readily identifiable information as to whose ballot they are, if that matters. We are looking to request cast ballots in San Diego County that have had the Presidential candidate section redacted. A&A: Can fees be charged for existing electronic/digital records?

Q: The County’s Public Safety Group sent me an invoice in regards to my PRA request for copies of their three existing contracts with Cal Fire. These records already exist in an electronic/ digital format. There is no reason to charge me a fee for them to be delivered to me via email. They just have to be uploaded into the email.
