Chicago: Federal court rules police cannot make arrest for annoying speech

The 7th Circuit U.S. Court of Appeals upheld the right of an Iraq War protester to chant, “Hell no, we won’t go. Set him fee,” objecting to the arrest of  a fellow protester. The court found no “substantial harm” in the conduct. -db
