Police charge paparazzo for high-speech chase after Justin Bieber

A paparazzo charged under a California law prohibiting photographers from driving dangerously to take photos of celebrities for commercial gain will contest the charges.

Paul Raef, the paparazzo charged for pursuing Justin  Bieber, is claiming the law is unconstitutional and violates his First Amendment rights. -db
