California: Salinas study sessions on key issues claimed to promote transprency

The Salinas mayor wants to address thorny problems such as damaged sidewalks, graffiti and prostitution in a series of council study sessions with an emphasize on solving problems through staff recommendations and greater access to background information.

Council members will be responsible for two district meetings each year, and the mayor can opt to hold town meetings to discuss citywide issues.
